Hello! How are you? How do you find the previous lesson? It was exciting right?

Indeed, very informative. Let us have a recap. Can you tell me what our previous topic was? Don’t worry! I’ll help you. ON the previous lesson, we talked about the PNP organizational structure, its composition, the key positions of the PNP and the rank classification.

Let me pose a question. Can a senior high school graduate be eligible for appointment in the

PNP regardless of its strand? What do you think? Is it a yes or a no? Why do you think so? Well, you will know that later.

Do we have aspiring police officers here? Oh! There you are! Do you want to know the

qualifications in joining the organization? Great! For today’s lesson, we will be discussing general qualifications for appointment, status of appointment, appointing authorities over PNP, and the waivers for appointment. To simplify it, we will deal with appointment. At the end of this module you are expected to accomplish the learning objectives: (1) Identify the general qualifications of appointment and (2) Distinguish the status of PNP appointment.

What is police appointment? Police appointment is the process of designating a police officer at a particular function, duty or responsibility.


B.MAIN LESSON

A. GENERAL QUALIFICATIONS FOR APPOINTMENT INTO THE PNP (SECTION 14 OF RA 8551 and RA 9708 )


  • a. A citizen of the Philippines;
  • b. A person of good moral conduct;
  • c. Must have passed the psychiatric/psychological, drug and physical tests to be
  • administered by the PNP or by any NAPOLCOM accredited government hospital for thepurpose of determining physical and mental health;
  • d. Must possess a formal baccalaureate degree from a recognized institution of learning;
  • e. Must be eligible in accordance with the standards set by the Commission;
  • f. Must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position in the Government;
  • g. Must not have been convicted by final judgment of an offense or crime involving moral turpitude;
  • h. Must be at least one meter and sixty-two centimeters (1.62 m) in height for male and
  • one meter and fifty-seven centimeters (1.57 m.) for female;
  • i. Must weigh not more or less than five kilograms (5 kgs. from the standard weight corresponding to his or her height, age, and sex; and
  • j. For a new applicant, must not be less than twenty-one (21) nor more than thirty (30)years of age:

Provided, further, That PNP members who are already in the service upon the effectivity of Republic Act No. 8551 shall be given five (5) years to obtain the minimum educational qualification preferably in law enforcement related courses.

It is important to note that general qualifications for appointment in the PNP were first defined under Section 30 of RA 6975. But later on it was amended by RA 8551) and further amended by RA 9708. The data presented above is the existing qualifications that are followed in the PNP recruitment process.

C. Waivers for Initial Appointments to the PNP (Section 15 of RA 8551)

  • A-ge - applicant must not less than 20 y/o nor more than 35 y/0
  • H-eight - automatically granted to cultural minorities
  • W-eight - to comply within 6 months
  • E-ducational attainment - entered without a baccalaureate degree or possess only at least 72 collegiate units is given 4 years to obtain a degree

Status of PNP Appointment

1. Permanent

-Issued to PNP personnel who successfully completed all the requirements necessary for the rank.

2. Temporary

- The status of a newly recruited PNP member who meets all the required minimum qualifications, except the training requirement or an applicant who entered the PNP via waiver program.


FAQs

Q1. How many times an applicant may benefit from the waiver program of the PNP?

Answer: Waiver can only be availed once. Re-application would mean the applicant should satisfy the minimum or general qualifications as stated in Sec. 14 of RA 8551.

Q2. Mr. Ricardo Dalisay entered the PNP via weight waiver. However, he was not able to comply the necessary weight requirement within the reglementary period and was dismissed from the service. Will he still be eligible to join the PNP?

Answer: A big yes. Please read an excerpt from Section 18 of RA 8551. Re-application of Dismissed PNP Members Under a Waiver Program. – Any PNP member who shall be dismissed under a waiver program shall be eligible to re-apply for appointment to the PNP: Provided, That he or she possesses the minimum qualifications under Section 14 of this Act and his or her reappointment is not by virtue of another waiver program.
